Catalyst for Payment Reform’s Health Plan User Groups (HPUGs) offer a forum for a substantive and nutrient-rich two-way dialogue between CPR Members and Coalition Partner Members on a variety of current and high-priority topics.

In this the Spring of 2022, plans will share how they measure the success of their High Performance Networks using a standardized tool and uniform set of metrics.   The HPN Reform Evaluation Framework (or HPN REF) measures performance in terms of the difference in total cost of care, quality outcomes, changes in utilization, and member experience between an HPN and the health plan’s standard broad network.  The HPN REF provides a unique opportunity for purchasers to examine HPNs in a head-to-head comparison where CPR and its members, not the health plans, choose the measures of success.

As a member, you gain insight into HPN network construction and inclusion criteria, provider incentives, network and benefit administration, and network maturity and uptake.
