The 2015 New York Commercial Scorecard on Payment Reform identified the baseline to help track the implementation of payment reform in New York and identify areas for improvement on the journey from a volume-based to a value-oriented health care marketplace. The New York State Health Foundation commissioned the project, which is accompanied by the 2015 New York Medicaid Scorecard.
